The hint to the page is only done if it's not on the same page, and special clauses are used for the previous and next page. A user manual is available as part of the distribution. During the installation the file \file{varioref.drv} was created. \LaTeX{} this file until the labels do not change any more. The resulting \DVI{} file is the user manual.
